Equalizer and Out-of-Area (OOA) Teams
In response to a recent “rule” change approved by the Board in its 11/26/18 meeting, Bob Miller (BM),
 manager of North County (NC), sent a text to SB in which he not only voiced his concern about the change,
 but also about whether it was still appropriate to have an equalizer, at least as it relates to NC.

(The motion passed in the 11/26/18 Board meeting was: JH motioned and TJ seconded that “local” teams be permitted to add a 13th player (any rating level) when playing OOA teams. This rule change would take effect for the Spring 2019 season and beyond. Motion passed 4-1 (JH)).

The Board spent considerable time discussing the issue of giving the equalizer (picking up an additional “1”-rated player) to “local” teams when playing OOA teams.  The Board also spent considerable time discussing the appropriateness of the above “13th” player change it made vis-a-vis OOA teams. The general consensus is that there is clearly a difference, currently, between the two OOA teams. The consensus of the Board is to finish the 2018-2019 year (complete Spring 2019 season) and fully address whether the equalizer is still justified when playing OOA teams.
It was agreed, without vote, to address this issue well prior to the 2019-2020 draft.

As a recognition of all of the above, SB motioned and JH seconded to rescind the rule approved in the 11/26/18 Board meeting in which a local team could add a 13th player (at any rating level). Motion passed 5-0.
The result is that the current rule for picking up a third “1” when playing an OOA team will stay in effect.
